About Us

Ingham Planning Pty Ltd was founded in 1995 by Neil Ingham, one of Sydney’s first qualified town planners and a pioneer in establishing private planning consultancies.   Our company has grown to become one of the most highly respected planning consultancies in NSW and attracts work from both the private and public sector.   We undertake a wide range of planning work from small jobs for high profile clients to the largest of developments such as the facilities for the Sydney Olympics and the Fox Studios redevelopment.  For more detailed information about our projects click here.

We are small consultancy where the priority is providing quality advice.  The vast majority of the work is undertaken by our directors, Nick Juradowitch, Brett Brown and David Winley or senior consultant, Neil Ingham.  Supported by planners Leonie Derwent and Margaret Campbell our team has a deep and thorough understanding of what it takes to get through the NSW planning system.  This depth of understand means that we can find solutions where others can’t and be convincing in our discussions with the key players in the process.   Quality advice can save time and money and add significant value to a project.

Nick JuradowitchNick Juradowitch
Nick has more than 30 years town planning experience in both local government and private practice. Prior to joining Ingham Planning in October 2002, Nick had a long and distinguished career as a planner in Local Government working for a range of metropolitan and regional Councils, culminating in a 2½ year stint as Director, Environmental Regulatory Services with Ku-ring-gai Council.

During his extensive local government career over some 23 years, Nick has developed a sound understanding of Council planning and assessment processes. His experience includes managing numerous appeals in the Land and Environment Court and negotiating large and often contentious development proposals through the approval process.

As a consultant planner Nick has successfully presented expert planning evidence in the Land and Environment Court for Respondents and Applicants in a great many appeals both large and small. Nick, by virtue of his experience acting for both Councils and developers and his analytical skills, has also served as an independent Court appointed planning expert for a number of appeals.  Nick also has qualifications in urban design.

Since entering private practice in 2002 Nick has prepared planning reports and provided town planning advice on a wide range of planning issues including apartment buildings, retail development, commercial and mixed use buildings (including high rise towers), retirement housing, tourist developments, subdivision, industrial projects, educational facilities, child care centres, telecommunications facilities, and planning aspects  relating to land valuation and compulsory acquisition and due diligence assessments for prospective property purchases.


Brett BrownBrett Brown
Brett has been with Ingham Planning from the very start, providing consultancy services to the company for many years and going on to become a director in 2006.

Since graduating with a Bachelor of Town Planning from UNSW in 1990, Brett has worked in public and private sector planning for 21 years and has gained a broad range of experience.  He has worked on some of Sydney’s most recognisable large scale developments including Fox Studios, Sydney Olympic Park, Jacksons Landing at Pyrmont and Westfield Sydney (Centrepoint).



David WinleyDavid Winley

David has been a town planner with Ingham Planning since its establishment in 1995 and became a Director of Ingham Planning Pty Ltd in January 2004. His experience at Ingham Planning has included environmental and statutory planning, development control and urban design.

Experience has included environmental planning assessment of numerous developments throughout metropolitan Sydney and regional New South Wales.  This work has included a variety of projects from standard subdivision and small scale residential development to large capital projects including the Homebush Bay Masterplan D.A., the Australia Stadium D.A. for the Sydney Olympics 2000 and Westfield Bondi Junction D.A. and subsequent modifications.

David has been involved in the development assessment of numerous residential, educational establishments, commercial and retail projects. His experience includes project management of multi-disciplinary consultant teams in planning and environmental projects.

David also has had past experience in Real Estate and Property Development including experience with development projects and applications for residential development and subdivision. David combines a knowledge in the field of real estate with the planning and legislative procedures surrounding property development.


Neil InghamNeil Ingham
A qualified surveyor, Neil graduated as an urban planner from Sydney University in 1968 and has 43 years town planning experience.  Prior to establishing Ingham Planning, he founded Planning Workshop, an international planning consultancy.

Neil has been responsible for the preparation of numerous masterplans and environmental impact studies ranging from large scale inner city housing projects to waste disposal plants, community studies, shopping centre proposals, subdivisions, mining operations and resort developments/tourist studies in New South Wales, Queensland and Victoria.  He is also recognised for his advice on development applications, codes and controls to both local government and the private sector.

He has provided expert town planning evidence on over one thousand planning appeals throughout Australia.


LD PhotoLeonie Derwent
Leonie has a Bachelor of Town Planning from UNSW and has over 20 years experience in the urban planning field. She has a broad knowledge of planning issues having worked in both the public and private sectors.
Her experience in the public sector includes working for State and Local Government authorities. Early in her career Leonie was employed by the Maritime Services Board (MSB) and was a Property Officer involved in leasing and management of waterside structures and facilities including the management of Fort Denison. Leonie has worked as a planner for many Councils including Willoughby, Mosman and Canada Bay Councils. At Mosman and Canada Bay Councils she was a Development Assessment Team Manager and was involved in the day to day management of a team of planners and worked closely with Senior Management and Councillors.
Since leaving Local Government in 2004 Leonie has worked in the private sector and joined the team at Ingham Planning in 2007 where she specialises in the preparation of Development Applications and negotiations with Councils to gain development approvals and also advising land owners in regard to proposed developments.
